Payslip has launched Lecora, a purpose-built EU Pay Transparency reporting platform, giving HR, reward and compliance teams a single system to manage statutory gender pay gap reporting and respond to employee pay information requests ahead of the EU Pay Transparency Directive's phased rollout.
Payslip, founded in 2016 by Fidelma McGuirk, is headquartered in Westport, County Mayo, with offices in Dublin, the UK, US, Bulgaria and Spain. Its global payroll control platform processes more than 1.3 million payslips monthly across more than 125 countries and powers over €5 billion in payroll payments globally.
The strategic logic extends Payslip's existing payroll data consolidation capability into a new compliance category rather than building a standalone product from scratch, giving the company a direct route to sell additional software into its existing multinational client base.
The structural driver is the Directive's two distinct compliance burdens: Article 9 statutory gender pay gap reporting, and Article 7 employee Right-to-Information requests, which apply regardless of company size and can arise at any time, creating a standing administrative workload for HR, reward and compliance teams.
Fidelma McGuirk, chief executive of Payslip, said EU Pay Transparency represents a major change in how employers will need to understand and explain pay, moving the conversation beyond an organisation-wide gender pay gap toward a detailed understanding of whether people doing equal-value work are paid equally.
EU member states had to transpose the Directive into national law by 7 June 2026, with employers of 150 or more staff required to begin gender pay gap reporting by 7 June 2027, and employers of 100 to 149 staff joining from 2031, going considerably further than Ireland's existing reporting requirements.
For the sector, the launch signals HR and payroll technology vendors are racing to build compliance tooling ahead of the Directive's phased deadlines, a capability likely to become standard across HR tech as more employers fall within scope.
