Industry NewsOracle wins $395.8m US government contract to unify federal HR systems
The US Office of Personnel Management (OPM) has awarded Oracle a $395.8 million (€364 million), 10-year contract to build the US federal government's first unified human resources platform, replacing more than 100 separate agency-level HR systems with a single cloud-based solution serving more than two million federal employees, in a development with significant implications for HR technology strategy and enterprise platform consolidation globally.
As reported by The Globe and Mail, the contract, awarded on 10 June 2026, will be powered by Oracle Fusion Cloud Human Capital Management (HCM) and will serve as the single, governmentwide system of record for workforce management under OPM's Federal HR 2.0 initiative.
The platform will handle personnel action processing, payroll and benefits integration, time and attendance tracking, talent acquisition, and performance management. It must comply with federal employment law and cybersecurity standards including FISMA and FedRAMP.
OPM director Scott Kupor said the award addresses a structural problem that has long undermined federal HR operations. He said: "Historically, federal agencies have relied on fragmented, aging HR systems that are costly to maintain and difficult to scale. The federal government's HR infrastructure has become unnecessarily fragmented, making it harder for agencies to efficiently serve employees and taxpayers."
Kupor described the award as part of a broader modernisation effort. He said: "Following a rigorous, competitive evaluation process that included extensive testing and input from agencies across government, we selected Oracle Cloud HCM to help consolidate dozens of disconnected systems into a modern, secure platform. This is an important step toward improving interoperability, strengthening workforce data capabilities, and delivering a more effective and accountable HR experience across the federal government."
OPM expects the consolidation to reduce costs to taxpayers by more than 90 per cent while strengthening security and service delivery across agencies.
The procurement process was not straightforward. In May 2025, OPM attempted a sole-source contract with Workday, arguing it was the only vendor capable of delivering the modernisation agenda. That award was cancelled, and OPM launched an open competition. Oracle ultimately beat out bids from Workday, IBM, SAP, and Economic Systems Inc. The award was then delayed by bid protests from IBM and Economic Systems, both resolved by 1 June 2026.
